This policy brief is the result of a study conducted to assess Madagascar's preparedness for nature-related financial disclosures. Through this study, the Malagasy government, with the support of UNDP-BIOFIN, has clarified the roles of the different financial authorities in nature-related financial disclosure, identified the public bodies best placed to collect information on biodiversity-related financing and risks from companies, and assessed the current state of impact or CSR reporting practices of Malagasy companies. Although the study shows that Madagascar is not very advanced in this area, stakeholders (government, partners, private sector, etc.) are aware of the importance of taking progressive steps towards greater transparency in order to preserve Madagascar's unique biodiversity.

Ce rapport fait suite à la mission de renforcement de capacité du personnel du MEDD dans l’élaboration et la mise en oeuvre du budget du ministère en se basant sur la méthodologie de budgétisation basée sur les résultats, conduite par BIOFIN.

Les activités ont permis aux agents du MEDD d’avoir une meilleure connaissance de la démarche méthodologique et les procédures à appliquer dans le futur. Il a été ainsi réalisé :

  • Un état des lieux avec des visites et échanges sur site ainsi que des ateliers ayant vu la participation active des responsables au niveau central et déconcentré,
  • L’identification des besoins en renforcement de capacités,
  • L’élaboration des modules et supports de formation tenant compte des besoins et des contraintes de temps,
  • Les formations des principaux responsables.

Le présent rapport résume ainsi :

1. Le déroulement général de la mission,

2. L’ensemble des travaux réalisés,

3. Les recommandations finales pour les Responsables du MEDD.

This report follows on from the capacity-building mission for MEDD staff in the preparation and implementation of the Ministry's budget based on the results-based budgeting methodology, conducted by BIOFIN.

The activities enabled MEDD staff to gain a better understanding of the methodological approach and the procedures to be applied in the future. The following were carried out

  • An assessment of the current situation, with site visits and discussions, as well as workshops in which managers at central and decentralized levels took an active part,
  • Identification of capacity-building needs,
  • Development of training modules and materials, taking into account needs and time constraints,
  • Training of key managers.

This report summarises:

1. The general progress of the mission,

2. All the work carried out,

3. Final recommendations for MEDD officials.
