Step 4.2: Defining the main parameters of the Biodiversity Expenditure Review

The BER quantifies the amount of money intentionally spent on positive biodiversity outcomes. It is essential to distinguish between environmental and biodiversity expenditures (other environmental expenditures are not the subject of a BER). This is done using a clear definition of “biodiversity expenditure”. The BER uses standard definitions to promote: 1) multi-year and internal consistency and 2) comparability among countries.

This involves:

  • 2A: Definition of biodiversity expenditure;
  • 2B: Classification of biodiversity expenditures; and
  • 2C: Attribution of expenditures.
