Costa Rica is globally recognized for its rich biodiversity and leadership in conservation. Despite its small size, the country is home to an estimated 5–6% of the world's known species, while its forests, marine and coastal ecosystems and other natural assets support tourism, water security, livelihoods and economic development. An assessment supported by UNDP BIOFIN estimated the annual value of selected ecosystem services and natural capital at approximately US$14.5 billion, equivalent to around 23% of GDP in 2019.

Costa Rica has pioneered approaches such as Payments for Ecosystem Services and nature-based tourism, demonstrating how conservation and economic development can reinforce each other. Yet maintaining these achievements requires sustainable and diversified sources of finance, particularly as pressures on biodiversity grow and traditional sources of conservation funding face constraints. Mobilizing private investment, improving public expenditure and developing innovative financial mechanisms are therefore critical to safeguarding the country's natural capital.

UNDP BIOFIN works with the Government of Costa Rica and national partners to strengthen biodiversity finance and translate conservation priorities into practical financial solutions. Through protected-area finance, Payments for Ecosystem Services, sustainable tourism, crowdfunding, bio-business and nature-positive investment, the programme is helping diversify financing for biodiversity and increase participation by communities, Indigenous Peoples, women and the private sector. To date, UNDP BIOFIN has helped mobilize and catalyze approximately US$94 million for biodiversity in Costa Rica.nd sustainable use of biodiversity.  A first estimation of the biodiversity financial gap presented an optimistic scenario at 0.07% of GDP, 0.2% in a modest scenario and 1.2% in a critical scenario that unfortunately might be closer to a post pandemic estimation, and perhaps even closer or when adjusting to higher ambition goals, for example to increase 30% of marine ecosystem conservation.

Starting in 2018, in its second stage, BIOFIN Costa Rica implements a portfolio of 6 Financial Solutions (FS) to meet and reduce the financial gap for nature, with a clear consideration to include women, indigenous territories and rural communities as frontline champions that catalyze a new economy with nature considerations at its core.

Finance solutions

1. Sustainable Finance for Protected Areas

UNDP BIOFIN has supported Costa Rica in developing an innovative mechanism to leverage future revenues from protected area entrance fees to mobilize upfront investment for conservation. In 2026, new legislation established the legal basis for the National System of Conservation Areas (SINAC) to securitize future revenues and access financing through instruments such as green or sustainable bonds. The mechanism can mobilize investment for protected area infrastructure, conservation management and visitor services while strengthening SINAC’s long-term financial sustainability.

2. Concessions for Protected Areas

UNDP BIOFIN supports the expansion of concessions for non-essential services and activities in protected areas as a mechanism to generate additional conservation revenue while creating economic opportunities for local communities. In 2023, eight community concessions across four national parks generated approximately US$319,000 in concession fees. A national pipeline has identified around 140 potential services and activities across 20 protected areas, creating opportunities to further scale the model.

3. Huella del Futuro – Crowdfunding for Ecosystem Restoration

Through Huella del Futuro (Footprints for Our Future), UNDP BIOFIN and partners developed a crowdfunding and partnership mechanism to mobilize public and private resources for ecosystem restoration while creating green employment opportunities. The initiative has raised more than US$1.8 million and supported the planting of more than 250,000 trees, demonstrating the potential of crowdfunding and partnerships to complement traditional sources of conservation finance.

4. Next Generation of Payments for Ecosystem Services

UNDP BIOFIN is supporting the evolution of Costa Rica’s pioneering Payment for Ecosystem Services (PES) model to diversify its long-term sources of finance and expand incentives for conservation. The approach explores opportunities to extend ecosystem service payments beyond forests to other ecosystems and services while strengthening participation by women, Indigenous Peoples and rural communities. The solution also seeks to diversify financing as Costa Rica transitions away from reliance on fossil fuel tax revenues.

5. Sustainable Tourism and Indigenous Entrepreneurship

UNDP BIOFIN supports financial mechanisms and business development programmes that enable rural and Indigenous communities to develop biodiversity-positive tourism enterprises. Through initiatives such as the Raíces programme, Indigenous-led tourism businesses receive tailored business development support and opportunities to access finance, helping connect biodiversity conservation with sustainable livelihoods and economic opportunities in Indigenous territories.

6. Bio-business and Nature-Positive Investment

UNDP BIOFIN supports the development of biodiversity-positive businesses and investment opportunities, helping enterprises that sustainably use biodiversity or reduce pressures on ecosystems access finance. The approach combines business development, investment readiness, green finance and partnerships with financial institutions and investors to strengthen Costa Rica’s bioeconomy and mobilize greater private investment for nature.

Mobilizing More Than US$94 Million for Biodiversity

UNDP BIOFIN has helped Costa Rica mobilize and catalyze approximately US$94 million for biodiversity through a portfolio of finance solutions combining public, private and community-based approaches. These include protected-area finance, payments for ecosystem services, sustainable tourism, biodiversity-positive businesses and financial mechanisms supporting women and Indigenous Peoples.

Unlocking New Finance for Protected Areas

In 2026, Costa Rica approved landmark legislation enabling the National System of Conservation Areas (SINAC) to securitize future revenues from protected-area entrance fees. The mechanism creates a pathway for SINAC to issue green or sustainable bonds and raise upfront capital for protected-area infrastructure and conservation without increasing public debt. UNDP BIOFIN supported the development of this innovative finance solution.

This is a particularly important new result and should replace older wording that described the thematic bond merely as being under development.

Scaling Indigenous-Led Sustainable Tourism

Through the Raíces programme, UNDP BIOFIN and partners are strengthening biodiversity-friendly tourism enterprises led by Indigenous communities. The first three editions supported 35 Indigenous tourism ventures, most led by women, while contributing to the sustainable management of more than 2,221 hectares of forest. In 2025, the programme launched its fourth edition and expanded to additional Indigenous territories in Costa Rica's Caribbean region.

Putting Women at the Centre of Biodiversity Finance

The +Women +Nature programme, developed by the Ministry of Environment and Energy and UNDP BIOFIN, has helped create financial mechanisms that improve women's access to finance for biodiversity-positive activities. The programme initially launched three financial instruments worth around US$30 million annually, supporting women working across tourism, forestry, agriculture, fisheries and other nature-dependent sectors.
