Algeria
Algeria is one of the largest countries in Africa and is home to exceptional biodiversity, encompassing Mediterranean coastal ecosystems, wetlands of international importance, mountain ranges, steppe landscapes, vast Saharan ecosystems, and rich marine biodiversity. Conserving these natural assets is essential for sustaining ecosystem services, supporting climate resilience, promoting sustainable livelihoods, and achieving the country's commitments under the Convention on Biological Diversity and the Kunming-Montreal Global Biodiversity Framework.
Biodiversity conservation in Algeria is primarily financed through public investment, supported by national environmental policies, protected area management programmes, sectoral development initiatives, and international cooperation. As biodiversity is closely linked to agriculture, water resources, forestry, fisheries, tourism, climate action, and sustainable territorial development, strengthening coordination across sectors and improving the efficiency of biodiversity-related financing have become important priorities.
The Biodiversity Finance Initiative (BIOFIN), implemented by the Ministry of Environment and Quality of Life in strategic partnership with the Ministry of Finance, with the support of the United Nations Development Programme (UNDP), supports Algeria in strengthening the strategic planning, governance, and financing of biodiversity conservation. During the initial implementation phase, the project established its governance and coordination mechanisms, including the National Steering Committee, while mobilizing national technical expertise to implement the BIOFIN methodology. Analytical work has been launched through the Policy and Institutional Review (PIR), Biodiversity Expenditure Review (BER), and Finance Needs Assessment (FNA), providing the foundation for the future Biodiversity Finance Plan (BFP).
BIOFIN promotes collaboration among government institutions, financial authorities, technical experts, development partners, and other stakeholders to strengthen evidence-based decision-making and identify opportunities to mobilize and optimize financial resources for biodiversity. Through this collaborative process, the project aims to enhance institutional coordination, improve understanding of biodiversity finance, and support the integration of biodiversity considerations into national planning and financing frameworks.
As implementation progresses, BIOFIN will support the identification of practical and innovative finance solutions tailored to Algeria's national context. The resulting Biodiversity Finance Plan will provide a strategic roadmap for mobilizing resources, improving the effectiveness of biodiversity investments, and contributing to the long-term conservation and sustainable use of Algeria's rich natural heritage while supporting national sustainable development priorities.

Finance solutions
As Algeria advances the PIR, BER and FNA, several potential areas for strengthening biodiversity finance are being assessed. These will be further developed and prioritized through the Biodiversity Finance Plan.
1. Integrating Biodiversity into Public Finance
Strengthen the integration of biodiversity into national planning, budgeting and public expenditure management to improve the allocation and effectiveness of public resources for biodiversity.
2. Biodiversity Expenditure Tracking
Develop a systematic approach to identify, track and assess biodiversity-related expenditure across government sectors. Improved expenditure tracking can provide the evidence needed to inform budget decisions, identify financing gaps and improve the effectiveness of biodiversity spending.
3. Strengthening Coordination for Biodiversity Finance
Improve coordination between environmental, finance and sectoral institutions to strengthen biodiversity finance planning, align investments with national priorities and support implementation across sectors.
4. Mobilizing Additional Finance for Biodiversity
Assess opportunities to diversify biodiversity finance and mobilize additional public and private resources through mechanisms appropriate to Algeria’s national context. Key results
Establishing National Governance for Biodiversity Finance
A National Steering Committee has been established to guide the BIOFIN process, bringing together the Ministry of Environment and Quality of Life, the Ministry of Finance, the Ministry of Foreign Affairs and UNDP. The Committee provides a mechanism for national coordination and strategic oversight of biodiversity finance planning.
Advancing Algeria’s Biodiversity Finance Assessments
The Policy and Institutional Review, Biodiversity Expenditure Review and Finance Needs Assessment have been launched. Together, these assessments will examine the policies and institutions influencing biodiversity finance, track existing expenditure and assess the resources required to achieve national biodiversity priorities.
Building the Foundation for Algeria’s Biodiversity Finance Plan
The BIOFIN process is bringing together environmental, finance and other national institutions to build the evidence and coordination needed for Algeria’s Biodiversity Finance Plan. Findings from the assessments will inform the identification and prioritization of practical finance solutions adapted to the country’s priorities.
