Tajikistan
Tajikistan is one of Central Asia's most biodiverse countries, with globally significant mountain ecosystems, forests, rivers, glaciers, and protected areas that support water security, agriculture, energy production, tourism, and the livelihoods of millions of people. Conserving this natural capital is essential for sustainable economic development, climate resilience, and achieving the country's long-term development priorities. The Government of Tajikistan has demonstrated its commitment to biodiversity conservation through national policies, international environmental agreements, and the ongoing update of the National Biodiversity Strategy and Action Plan (NBSAP) in line with the Kunming-Montreal Global Biodiversity Framework.
Biodiversity conservation in Tajikistan is supported through public investments, international partnerships, environmental programmes, and community-based initiatives. As the country continues to advance sustainable development and green growth, there are growing opportunities to strengthen biodiversity finance by improving coordination, enhancing the effectiveness of existing investments, and identifying innovative approaches to mobilize additional resources for nature. These efforts contribute not only to environmental protection but also to resilient economic growth and improved livelihoods.
Through the Biodiversity Finance Initiative (BIOFIN), UNDP is supporting the Government of Tajikistan in developing practical, evidence-based approaches to strengthen biodiversity finance. Working in close partnership with the Committee for Environmental Protection, the Ministry of Finance, the National Biodiversity and Biosafety Centre, and other national stakeholders, the project applies the BIOFIN global methodology through four analytical components: the Policy and Institutional Review (PIR), Biodiversity Expenditure Review (BER), Financial Needs Assessment (FNA), and the Biodiversity Finance Plan (BFP). Together, these assessments provide a comprehensive foundation for identifying practical finance solutions that support national biodiversity priorities.
The project has already achieved important milestones. The Policy and Institutional Review has been completed and is undergoing final revisions prior to government review. Work is progressing on the Biodiversity Expenditure Review and Financial Needs Assessment, providing valuable insights into biodiversity-related investments and financing opportunities across sectors. BIOFIN is also strengthening collaboration with the Ministry of Finance and other government institutions to build capacity for biodiversity-responsive public finance and support the integration of biodiversity considerations into national planning and budgeting processes.
The Biodiversity Finance Plan will build on these achievements by identifying practical finance solutions that can help mobilize additional resources, improve the effectiveness of existing investments, and encourage greater participation from both public and private stakeholders. By strengthening collaboration across institutions and promoting sustainable financing approaches, BIOFIN is supporting Tajikistan's efforts to conserve its unique natural heritage while contributing to sustainable economic development and the well-being of present and future generations.

Finance solutions
BIOFIN Tajikistan is currently exploring potential biodiversity finance solutions through the Biodiversity Finance Plan process, including:
- Biodiversity Budget Tagging (under consideration): Exploring opportunities to strengthen the integration of biodiversity considerations into public budgeting and expenditure tracking.
- Biodiversity Finance Plan (under development): Identifying practical options to strengthen biodiversity finance and support implementation of national biodiversity priorities.
- Green Finance Instruments (under consideration): Assessing opportunities to strengthen sustainable finance, including green finance instruments, that could support biodiversity conservation.
- Nature-Based Incentive Mechanisms (under consideration): Exploring voluntary approaches, including Payments for Ecosystem Services, to encourage sustainable management of ecosystems.
