Haiti is part of the Caribbean Islands biodiversity hotspot and is home to exceptionally rich and highly endemic biodiversity. Its forests, wetlands, coastal and marine ecosystems and other natural landscapes provide essential services for communities, including water, food, livelihoods and resilience to climate change and natural hazards. At the same time, these ecosystems face severe pressures from deforestation, land degradation, unsustainable resource use and climate change.

Financing the conservation and sustainable use of Haiti’s biodiversity remains a significant challenge. Biodiversity finance comes from public resources, international cooperation and other mechanisms, but available resources need to be better coordinated and aligned with national biodiversity priorities. Strengthening sustainable financing is particularly important as Haiti advances implementation of its updated biodiversity priorities and the Kunming–Montreal Global Biodiversity Framework.

UNDP BIOFIN is supporting Haiti to build an evidence-based approach to biodiversity finance. The country has completed its Policy and Institutional Review, Biodiversity Expenditure Review and Finance Needs Assessment, providing a clearer understanding of the institutions and policies influencing biodiversity finance, existing biodiversity expenditure and the resources required to achieve national biodiversity objectives.

Building on these assessments, Haiti is finalizing its Biodiversity Finance Plan. The Plan will prioritize feasible finance solutions to improve the use of existing resources and mobilize additional finance for biodiversity. The process is also exploring opportunities to work with existing national financing mechanisms, including the Haitian Biodiversity Fund, as Haiti prepares for implementation of priority finance solutions.

Finance solutions

Haiti assessed potential biodiversity finance solutions against the country’s context and financing priorities. Of 54 solutions initially screened, 14 were retained across eight BIOFIN categories for further consideration in the Biodiversity Finance Plan.

The solutions were assessed against three main criteria: a supportive policy environment, implementation capacity and economic viability. This process helped identify options with the potential to mobilize additional resources for implementation of Haiti’s National Biodiversity Strategy and Action Plan.

Among the solutions retained are:

1. Payments and Government Fees for Ecosystem Services
Explore payments, government fees and related mechanisms linked to ecosystem services as potential sources of finance for biodiversity conservation and sustainable ecosystem management. Stage: Under Consideration

2. Grants for Organic Agriculture
Explore grant-based incentives to support organic agriculture and encourage farming practices that can reduce pressures on biodiversity and promote more sustainable use of natural resources. Stage: Under Consideration

3. Increasing Bilateral Finance for Biodiversity
Strengthen opportunities to mobilize additional bilateral financial support for implementation of Haiti’s national biodiversity priorities. Stage: Under Consideration

Implementation of the Biodiversity Finance Plan has not yet begun. The retained finance solutions will be further developed and prepared for implementation as Haiti moves from planning to implementation.

Key results

Completing the Policy and Institutional Review
Haiti completed and nationally validated its Policy and Institutional Review in March 2026. The assessment examined the policies, institutions and other factors influencing biodiversity finance and identified opportunities to strengthen the enabling environment for financing biodiversity.

Establishing a Biodiversity Expenditure Baseline
The Biodiversity Expenditure Review has been completed, providing a quantitative assessment of biodiversity-related expenditure across relevant sectors and examining current expenditure and future trends.

Assessing Biodiversity Financing Needs
Haiti has completed its Finance Needs Assessment, estimating the financial resources required to achieve national biodiversity objectives and providing an evidence base for biodiversity finance planning and resource mobilization.

Advancing the Biodiversity Finance Plan
The first draft of Haiti’s Biodiversity Finance Plan is being finalized, building on findings from the PIR, BER and FNA. As part of this process, 54 potential finance solutions were assessed and 14 were retained for further consideration.

Preparing for Implementation
BIOFIN Haiti is exploring a partnership with the Haitian Biodiversity Fund (FHB) as the country prepares for implementation of its Biodiversity Finance Plan and considers approaches for developing funding proposals to mobilize resources for priority biodiversity actions.
