The Ministry of the Environment and UNDP bring together more than 50 experts to review and validate studies supporting the update of the National Biodiversity Strategy and Action Plan and the development of Chad’s first National Biodiversity Finance Plan.
Koundoul, 15 September 2026 – The Ministry of the Environment, Fisheries and Sustainable Development, in partnership with the United Nations Development Programme (UNDP), organized a joint workshop in Koundoul from 15 to 17 September 2026 to review, discuss and validate thematic studies undertaken as part of the update of Chad’s National Biodiversity Strategy and Action Plan (NBSAP) and the development of its National Biodiversity Finance Plan, following the methodology of the UNDP Biodiversity Finance Initiative (UNDP BIOFIN).
Over three days, the workshop brought together more than 50 experts and representatives from different sectors to examine the findings of the studies, gather input from stakeholders and formulate recommendations ahead of their validation.

Aligning strategy and finance
The decision to hold a joint workshop reflects the commitment of the Ministry and UNDP to make full use of the synergies between the NBSAP and UNDP BIOFIN processes. While the NBSAP establishes Chad’s priorities and actions for biodiversity, UNDP BIOFIN helps determine the financing needs and mechanisms required to implement them.
“UNDP and the Ministry are working together to update the NBSAP and develop the Biodiversity Finance Plan through UNDP BIOFIN. Given the synergies between the two processes, this joint approach will help ensure greater alignment between Chad’s national biodiversity priorities and the financing needed to implement them,” said Yamtibaye Théophile, National Focal Point for the Convention on Biological Diversity.
Moving from strategy to financed action
As part of the UNDP BIOFIN process, participants are reviewing two thematic studies that provide essential foundations for the development of the Biodiversity Finance Plan: the Policy and Institutional Review and the Biodiversity Expenditure Review.
These analyses will provide a clearer understanding of the policy and institutional environment governing biodiversity finance, as well as current biodiversity-related expenditure and investment. They will also help identify financing gaps and opportunities to mobilize additional resources and make better use of existing funding for biodiversity.
A participatory and multisectoral process
The workshop brought together representatives of sectors and institutions whose work affects biodiversity, along with experts and other stakeholders. This participatory approach aims to ensure that the studies reflect national circumstances, sectoral priorities and the different challenges associated with biodiversity conservation and sustainable use.
Participants reviewed the relevance of the analyses, sharing their observations and proposing adjustments to strengthen the findings before their validation.
The workshop helped improve the quality of both processes and strengthen national ownership, while promoting better coordination among institutions involved in biodiversity governance and finance.
