Analysis, Scenarios and Action Plans: Subsidies with a negative impact on Rwanda’s biodiversity

This report examines three priority government subsidies in Rwanda with potential negative impacts on biodiversity and proposes options for redesigning them. Developed for the Rwanda Environment Management Authority (REMA) in partnership with UNDP BIOFIN, it presents analysis, scenarios and action plans to guide reform. Options include introducing biodiversity safeguards and adjusting subsidy levels to redirect resources towards biodiversity-positive outcomes.
